Hello Rui,
Micro Focus Enterprise server uses a caching mechanisme to boost preformance.
So it does not have to re-load the executable from the file system every time.
For normal release / deploy procedures most customers do stop and restart the region and do some maintenance at the same time.For emergency fixes there is a posibility to force a reload the program from disk from either the ES management and control-page or with the CINS transaction.

As you mentioned "most customers do stop and restart the region" we would like to know which procedure the remaining customers are using to bypass the need to "stop & start the region".

And... trying to anticipate possible next steps, what would be the average time-frame to make a minor fix like this to Enterprise Server code, should we decide it ?

Hi Rui,
For Regions that are not performance critical (Test and Development) there is also a “Force Phase in” setting.
That disables the caching mechanism. 

It can be set statically in the SIT (CICS System Initialisation Table)or dynamically in the Control Page of Enterprise Server Administration and Control (Esmac)
