Error 5 trying to stop or start the XDB Server

Problem:

Message is

Could not stop the Micro Focus XDB Server for MFE 3.1 service on Local Computer

Error 5: Access is denied

Resolution:

Error 5 is a Windows error; it is an "Access Denied".   The user you log in as needs to have the privilege to stop and start the server as a Service.
