ESCWA service does not start on Operating System using Japanese system locale

Problem:

From Visual COBOL/Enterprise Developer 6.0, including subsequent Patch Updates, the installer on Windows has automatically started the Micro Focus Enterprise Server Common Web Administration (ESCWA) service as part of the installation process.
Using the Japanese system locale on this Operating System, the ESCWA service would not start. During the installation process, you would potentially be required to press "Retry" to reach a successful install. Even with the product installed, ESCWA would not start until a valid license was detected.

The aforementioned installer issues do not affect Visual COBOL/Enterprise Developer 5.0 and it's Patch Updates as ESCWA is not started automatically, however ESCWA will still fail to start using the environment specified.

Solution:

On a Windows Operating System with a Japanese system locale, if the product will not install, use "Retry" on the installer until it successfully does. Alternatively, if installing a Patch Update, you can instead install a valid license for the Patch Update installer to succeed.
If the product is installed but it is required that ESCWA can start, ensure that a valid license is in place.

From Visual COBOL/Enterprise Developer 6.0 PU6 onwards, the installer will succeed and ESCWA will start without a license on the specified environment.
From Visual COBOL/Enterprise Developer 5.0 PU16 onwards, ESCWA will start without a license on the specified environment.
