Problem:

Happens with every file the customer tries.

Includes simple 80-byte sequential files.

Has ALL07 applied.

Just installed product and ALL07 from LAN

Others who installed from LAN are working fine

Resolution:

User did not have sufficient authority to install.

Product removed and re-installed by admin.

Now, MFA works fine for this user.
