Enterprise Developer Personal Edition does not produce binaries - it just does syntax checking. To create an executable you need the full version of the product.

Julia Ito posted a note on this in the thread "looking for some help w/ edps". As she wrote there: "You can activate Enterprise Developer for 30 days and see how it works. To activate, you can simply try to use the execution or debug and it will prompt for an activation. Alternatively, you can go to Help\\Micro Focus\\Product licensing and activate the 30 day trial - make sure you use the same email address used while registering."
