Has this broken the Revolve MARS Installation?  Is this file needed?

Resolution:

ELTH includes parts of the Cygwin Unix-on-Windows toolset in order to run shell scripts (the "qabin") in Windows.  ELTH doesn't require wget so it can be removed.  The Cygwin docs indicate that wget is used to keep Cygwin up-to-date.  Maybe McAfee thinks that's virus-like.
