In migrating a batch Enterprise Server region from the version 4 product to version 7, the region failed to start fully.  The console log showed that all start-up processing was normal, but the monitor page showed that no communications processes were active.  Some jobs that were active at the last region shutdown remained in the queue and attempted to execute.
