Knowledge Doc: ESCWA displays "No such object found. Error Code: 32" or CASSTART displays "CASCD0052S ES Daemon is not active"

When trying to start a region from ESCWA, the system displays "No such object found. Error Code: 32".

Also, when trying to start a region using CASSTART from a command line, the system displays "CASCD0052S ES Daemon is not active".
How can this be avoided?
