JCL contains syntax 

IFTHEN=(WHEN=(1,2,PD,EQ,001), 

Job fails with error :

FDSSRT53 PROGRAM ERROR 0010                                                                                               
Test failed for packed number value within IFTHEN WHEN clause                                                             
SORT040U: SORT terminated by E15 'FDSSRT53'                                                                               
SORT020U: SORT(EXTSM) failed - sort engine status = 9/221
