Knowledge Doc: How to convert the APLS Custom Report timestamp to date/time format in Excel

APLS Custom Report can be exported to an Excel sheet. However, the timestamp comes in a 13 digits format, for example: 1681221604000. What is this value and how can it be converted to date/time format?
