When trying to use "cobrun" from the command line, it produces a licensing error even though the product is licensed.

$ cobrun
Execution error : file ''
error code: 245, pc=0, call=1, seg=0
245 There are no valid product licenses

Product installed is Enterprise Developer
License installed is for Enterprise Server.
A region can be stopped and started but using "cobrun" on the command line to run a program, produces the 245 error.
