Knowledge Doc: VS2017 Solution using DIALECT(MF) does not include compiler directives in listing file

The SETTING(COL) directive is encoded to add a full directives list to the compiled COBOL listing.  For programs using DIALECT(MF), the directives were being suppressed in the listing file.
