Problem:
Having installed Studio Enterprise Edition 6.0 SP1 and/or Visual COBOL 2010, the Micro Focus license manager is automatically installed.  You then decide to uninstall these products and replace them with an installation of Studio Enterprise Edition 6.0 GA. Studio Enteprise Edition 6.0 SP1 and Visual COBOL are managed by the Micro Focus license manager.  
However, when you uninstall the products, this license manager remains installed on the machine. On the other hand, Studio Enterprise Edition 6.0 GA installs the license manager from SafeNet.
So, having installed Studio Enterprise Edition 6.0 GA, two license managers are effectively installed. If, via the Add/Remove Programs utility of the Control Panel, you remove either one of them, this action will cripple the remaining license manager which will result in licenses being missing, the cesadmintool not running or the lservnt service missing.
However, when you uninstall the products, this license manager remains installed on the machine. On the other hand, Studio Enterprise Edition 6.0 GA installs the license manager from SafeNet.

Resolution:
The problem occurs because, going backwards from SP1 level to GA level, the license manager MSI files do not have knowledge of each other.  However,  going the other way (ie. GA level to SP1 level), the new Micro Focus license manager replacement detects the SafeNet license manager and so asks for it to be removed first. 
So to resolve the problem you must remove both the SafeNet license manager and the Micro Focus license manager and then re-install the latest Micro Focus license manager (lmsetup.exe).
