Limit of workgroups added to a project

Problem:

We are receiving an error when trying to add a twelfth workgroup to a Mainframe Express Enterprise Edition (MFEEE) 3.0 project. Why is this?

Resolution:

The limit for workgroups that can be added to Mainframe Express 3.0 and 3.1 project is only eleven, which is why the error is occurring.
