NOTAUTH / EIBRESP 70 returned from a EXEC CICS XCTL request

Problem:

When an external security manager is defined for Enterprise Server an NOTAUTH / EIBRESP = 70 is returned when a EXEC CICS XCTL is performed to pass control to another CICS program.

Resolution:

There is a Resource class MCICSPPT that controls the permissions on a XCTL/LINK. If you add the appropriate access for the user or group then it will resolve he problem.
