Problem:

When installaing the Oracle provided with the Workgroup and Desktop Editions on Windows 7, Server 2008, or Vista, Error 1720 is recieved as the installation finishes.

Resolution:

This error is generally caused by not right-clicking on the installer and selecting "Run as Administrator" even when using an account with administrative privileges.
