User is unable to install Oracle silent installation on Windows 7 environment.  Issue usually occurs on 64-bit Windows but can appear on 32-bit installations.  Error message is that Windows pre-requisites check failed during installation.

Oracle silent installation is sometimes not supported on Windows 7 operating systems.  In this case, interactive, GUI-based installation is necessary to properly install.  The Ignore Prerequisites option will need to be enabled during the Interactive installation.
