The Oracle listener and database services must be running when you create an MW workspace.
Problem:
Creating a new workspace fails with the error "Operation is not allowed when the object is closed." The error occurs at the "Create table" step.
Resolution:
Start the Oracle listener and Oracle database services, then create the workspace:

Choose Start > Settings > Control Panel > Administrative Tools > Services (or its equivalent on your system).

In the Services window, select the Oracle listener service and choose Action > Start, then select the Oracle database service and choose Action > Start.

Create the workspace.
Note: Check with your DBA for assistance identifying the services.
