Problem:

During Configuration immediately after an install of Enterprise Analyzer, an error is returned with message "Unable to load XML file."  The resulting message may have "PackageExtractor" in the title bar.

Resolution:

This is a known issue that occurs in older versions of Enterprise Analyzer.  If the issue occurs, please install EA first, then the latest Hot Fix that is available.  From there, run Configuration Manager and configure the tool again.
