Receiving the error message "Resource add failed" when trying to create a new SIT by copying an existing SIT or adding a new User to the SIT.

Problem:

When trying to create a new SIT by copying an existing SIT, or adding a new User to the SIT, we get the error message "Resource add failed"  Why is this?

Resolution:

This error can occur if the current user does not have the system permissions required to alter the dfhdrdat file. Check which user is running the region, and ensure that either they, or one of the groups they are in, have permissions to access the file.
