Problem

Enterprise Developer Region with multiple external security managers enabled, do all security managers need to be enabled for a region to start?
Will the region behave in a redundant fashion when started and is this behaviour thus only impacting start up but not runtime.

Resolution

Recommend using redundant=yes setting in the external security manager configuration. See sample screenshot:

With redundant enabled, then if the middle security manager fails to initialize then the product / region will still continue to start, providing at least one of the security managers in the list to initialize successfully.
