Problem:

The error is occuring  from the MFE Command prompt.

Resolution:

run regedit and check

HKEY_LOCAL_MACHINE\\SOFTWARE\\Micro Focus\\Mainframe Express\\3.0\\MFCOMMON\\3.0\\Install and check the value for CONFIG

Make sure it is pointing  to the correct directory containing the run.cfg file.
