Resolution:

Add the XDBINIT and XDBNETINI keys to your registry after installing Mainframe Express:

1. In your registry, go to the following location: HKEY_LOCAL_MACHINE\\SOFTWARE\\Micro Focus\\Mainframe Express\\3.0\\MFCOMMON\\3.0\\Install
2. Add the XDBINI and XDBNETINI registry keys. Use the information in the following screen capture, replacing C:\\ with the drive letter corresponding to the drive where your mfuser directory is located:
