Support Tip: Unable to revoke a license while Licenses are in use

When trying to revoke the license I am  receiving an error "License for Enterprise Developer TE-Eclipse are in use, close the application and trying again. 
Although this specific message is for Enterprise Developer, the same error can come up for any of the products listed in the Environment section.
