This article explains whyan error occurs when attempting to obtain a license for Studio Enterprise Edition 6.0 on a 64 bit version of Windows Server 2008.

Problem:

Having installed Studio Enterprise Edition 6.0 on a 64 bit version of Windows Server 2008 the following error is encountered when attempting to obtain a license for the product via the Authorization Code process:

Micro Focus CesAdminTool Failed To Launch. Unable to launch DLL ‘ceswrapper64.dll’: The application has failed to start because its side-by-side configuration is incorrect. Please see the application event log for more detail.

The problem is caused if do not have the Microsoft Visual C 2008 SP1 Redistributable Package (x64) installed on the machine. The Visual Studio shell, which comes with the Studio Enterprise Edition product, is 32 bit at its core and as such only installs the 32 bit runtime but not the 64 bit version. This problem only appears to be inherent with Windows Server 2008 (pre R2) and no other operating systems.

Resolution:

If you wish to install Studio Enterprise Edition 6.0 on a Windows Server 2008 (pre R2) machine then you will also need to download and install the Microsoft Visual C 2008 SP1 Redistributable Package (x64) from the following link:

http://www.microsoft.com/downloads/details.aspx?familyid=BA9257CA-337F-4B40-8C14-157CFDFFEE4E&displaylang=eng

This will allow the License Manager to administer your licenses on the 64 bit machine.
