Can I use my EA 3.1 license with EA 3.3 or later and will the Developer functionality be available?

Resolution:

Yes.  In the configuration manager, the Developer box will be checked under the "Product" folder, and all Developer functionality will be available.  For it to also be checked under the "Licensing" folder, an upgrade to an EA 3.3 license would be required.
