What is the MONRULE.INI file used for..?

MONRULE.INI file appears in the MFIDE/BIN directory.  What is it used for

Resolution:

This is a file used by MFA Syncmon (MFMONMX)

This is the file that contains filtering information to be used by the Compare and Synchronize Monitor Utility, when rules are entered.
