When Compile tab is visible or not for aselected program

Problem:

It happens that some times when right clicking on the program the Compile option is not shown in the context menu.

Solution:

The display of the compile option depends on some other settings:
1) When Build Action in the context menu is set to Ignore, then the Compile option is not shown.
Turn on the Build Action to Compile and the the Compile option will be added to the menu.

2)When in Project menu, the Build Automatically option is selected, then the Compile option on a single program level, is not shown.
