Problem:
When trying to install a cluster server license on Windows it comes up with an invalid license even though the license key is correct. Looking at the contents of the ELCS log file it also shows another message:
2010/10/29 17:44:16 [0x19f8] Operating System State: Could not disable IP address 10.101.11.111 on adapter 00-25-B8-34-25-2E, error message: A device attached to the system is not functioning.

Resolution:
To generate a good ELCS license, only select the ELCS server. The web page will immediately set the field focus to the machine IP address field. Once entered, we should have a good license value.
Note: Below are the series of steps used to get the license entered.
1. Copied the newly generated ELCS license and pasted it into the appropriate ELCS Admin field.
2. Updated the IP address to my machine address .
3. Located the âEnterprise Cluster Serviceâ entry and stopped the service.
4. Restarted the service and then checked the âcluster.logâ. It indicated that it accepted the new License, but not the IP address.
5. In regedit, navigated to âHKEY_LOCAL_MACHINE\\SOFTWARE\\Micro Focus\\EnterpriseLink\\5.0\\ClusterControlâ and manually changed the âcsipaddrâ field.
6. Restarted the ELCS Service and it now came back on-line.
