When I enable Hotspots in Rumba, my ISPF menu items light up but act like F keys. For example when I click on menu item 3, instead of taking me to the Utilities screen, I get logged off (which is valid action for F3). So the Hotspot thinks I've clicked on F3 instead of just 3. What's up with that?

that’s the default behavior and works as designed.
All definitions in the default hotspot configuration are at first related to some standard emulation keys, like PF1-PF24 , home , enter ...

I see two option to achieve your described behavior:

1. HOTSPOT
              a. We select all number in the default Hotspot (1-24)
               b. Then you disable the hotspot for the number (all other continue to work)
               c. switch to the User hotspot and start to create the hotspot for the numbers as required.
