it's not possible to map the mouse wheel in Rumba.
You can only change what the mouse buttons do in the Rumba+ mainframe display, or require the Ctrl or Shift keys to be pressed at the same time for mouse clicks to have an effect.
To program the mouse wheel to use PF7 and PF8 on a TSO dataset, you will need to use a tool that allows you to customize the mouse button actions.
My logitech mouse software supports the wheel mapping by default. 
But there are several options available for this, including third-party software like X-Mouse Button Control or AutoHotkey.
With X-Mouse Button Control, you can create a new button mapping for the mouse wheel and assign it the PF7 and PF8 keys. To do this, follow these steps:
With either of these tools, you should now be able to use the mouse wheel to scroll up and down through a TSO dataset using the PF7 and PF8 keys.
