A user is unable to connect, and sees a message like any of the following in their client debug log:

Hostkey <fingerprint>: length is smaller than minimum allowed length (256 < 1024)
Hostkey <fingerprint>: length is smaller than minimum allowed length (384 < 1024)
Hostkey <fingerprint>: length is smaller than minimum allowed length (521 < 1024)
