This article explains the message "EL00009 - EnterpriseLink Server: Out of server licenses or license manager not started."

Problem:

I am unable to obtain a license from the builder and am receiving the following message from EntepriseLink customized application: "EL00009 - EnterpriseLink Server: Out of server licenses or license manager not started. Please contact administrator."

Resolution:

Each EnterpriseLink component is licensed with a license key managed through the LicenseServer. When a component, such as the IntegrationServer, starts up the first time it tries to communicate with the LicenseServer to checkout a license. If you have 10 EnterpriseLink Servers running under 10 Web Servers you must be licensed with a key that has the capacity of 10. Usually this message is seen when there are communication problems between the IntegrationServer and the LicenseServer. Check the following:


  • Access http://localhost/stadmin > Licensing.
  • Check the License Server tab for a valid Primary License Server host name or IP address.
  • Verify that you can ping the host name or IP address from the machine running the web server.
  • Use the Service Control tab, List Status of All Services link to verify that the License Server is running.
  • If access is denied, your web server is not running with sufficient privileges to see this information (anonymous access).
  • Instead, use either the Windows Services Control Panel or the ps -ef | grep elhome.
  • At the command prompt, enter the following commands:

  • iisreset /stop
  • net stop elservice
  • net stop elcs(if cluster is installed)
  • net stop ellicserver
  • net start ellicserver
  • net start elservice
  • net start elcs(if cluster is installed)
  • iisreset

In the instance that the machine is a DHCP laptop, the IP address will always be an issue for the license. Every time the laptop is disconnected from the network it will lose the IP address because the network connection would go away. You can add a loopback adapter and set an IP address on it that is not valid internally or externally (so it would be duplicated anywhere). Create a new temp license for that IP address. The loopback adapter will always be available and is Microsoft's recommended way of testing a network when not actually connected.

Be wary of certain rules set in the firewall. For example, when typing and the firewall program pops up a message warning you of potential danger and then accepts a keystroke as an OK to create a rule to block the intrusion. Therefore, test by turning off firewall, and if the licensing works, then leave it off or go find the list of rules in the firewall and change the non-accpetance for the elservice.exe and the licserver.exe.

Be sure that the correct name has been supplied for the computer where the license server is installed. To verify the name, execute the following from the DOS prompt: echo %computername%
