Problem:

With the pre-fork option set in Apache 2.2.8 build, the mpm_worker_module server limit defaults to 1, which will allow only one user and one concurrent session on the Enterprise Link Server.  This in turn exhausts the user and server licenses, and then generates the EL00009 error.

Resolution:

Rebuild Apache 2.2.8, using the instructions in the following online Wiki article:

The rebuild will resolve the EL00009/pre-fork issue.
