You need to have a 32 bit HIS client installed. According to the following thread it's nt possible to install the 32bit HIS client on 64bit Windows: https://social.technet.microsoft.com/Forums/en-US/6e4394b4-16f2-4185-8738-6a7a6774a387/running-32bit-his-2009-client-in-64bit-windows-7?forum=biztalkhis.
This thread appears to indicate that you need a minimum of HIS 2010 CU2 to allow you use RUMBA on 64-bit Windows 7.
Note: HIS 2009 is out of mainstream support: support-msft-us1.vtv.stillw.com/.../974656.
