I don't have a solution but I'm curious if it has been working before as expected ? Did anything changed in your environment ?
Please be aware that Version 7.1 of Rumba was released in February 2002.
RUMBA v7.1.1 was first released in April 2003 and was designed to take advantage of updates to Microsoft XP.
After the release of 7.1.1, many major changes were required to RUMBA functionality because of the rapid changes to the Microsoft XP operating system.

What this means is that even if an older product works today, there is a very real risk that it may stop working, or work differently, when a new Windows version or even a service pack is.

Several "Paste issues" have been addressed in the 7.1.1 release and in later Patches.
If you are running Windows 10 than please consider to have a look into RUMBA 9.5 SP1.

No changes to the Environment

Our current work around, we wrote a macro (for paste) and have that mapped to Ctrl Shift C
