I've used other TN3270 emulators and am sure this doesn't happen. 

If you paste over a single line, trailing characters are reserved, however when you paste across multiple lines the trailing characters are blanked out. 

Is this a Rumba option somewhere, I cannot find it ?

what are your  settings under Select Options > Edit ?
Please try with "Smart Insert" or "Paste Insert"

I have just 'Type Ahead' selected under Edit. 

I've tried Smart Insert and Paste Insert but neither work. 

An example.  If for instance I have a dataset below.  If I copy TEST from the end of one of the lines

WORD WORD MORE MORE MORE MORE THIS LINE HERE TEST
WORD WORD MORE MORE MORE MORE THIS LINE HERE TEST

If I copy TEST from the end of one of the lines and paste over the fourth MORE you get this: 

WORD WORD MORE MORE MORE TEST THIS LINE HERE TEST
WORD WORD MORE MORE MORE MORE THIS LINE HERE TEST

which is fine.  If however I copy the two lines of TEST and paste them over the fourth MORE again, the rest of the lines are truncated. Resulting in:

WORD WORD MORE MORE MORE TEST
WORD WORD MORE MORE MORE TEST

Most other Terminal emulators I've used do not do this. I should get:

WORD WORD MORE MORE MORE TEST THIS LINE HERE TEST
WORD WORD MORE MORE MORE TEST THIS LINE HERE TEST
