How can we add a new locale to AIX Server running Server Express?

Resolution:

A walkthrough of how one adds a new locale (Turkish in this case) to an AIX 5.3 installation. This method can be used on earlier revisions of AIX. Refer to attached Word document (smitty mle.doc).
