Problem:

On occasions there is an issue whereby the majority of the COBOL WinForms Toolbox Icons are the same.

Unloading the project and reloading it, rebooting the PC does not help.

Resolution:

Drop to a Visual Studio command prompt and run the command  

DEVENV /ResetSettings

The result will be that the Toolbox Icons are reset to their correct settings.
