Resolution:
OCDS (Object COBOL Developer Suite) is a very old product and although ‘sh mflmcmd’ will work in most cases, sometimes it is necessary to use ‘mflmadm’ instead..
Therefore run mflmadm and install the license via the screen dialog tool.
