Dialog System: Cannot initialise DSRUN, error code 00003, 00057, 00018

Problem:

After installing the WrapPack 4 for Net Express 5.0: NXP3250040063.msp

Starting Dialog System from the Net Express 5.0 IDE or as DSWIN.exe in a command prompt results in a message:

Cannot initialise DSRUN, error code 00003, 00057, 00018

Resolution:

Please install the attached HotFix which corrects this.
