Problem:

If a COBOL program calling Dialog System is compiled to .exe with shared/dynamic link, it only takes one license at run-time.

However, if it is compiled as static, it takes two licenses, despite only one process being run.

Resolution:

There is no support for creating full static linked Dialog System applications in Net Express.

For a Dialog System application, the code should always be linked with the shared run-time and this would only consume one license.
