Can someone on the staff please reply and let me know if your Net Express 5.1 product suppports Oracle 11G? Thanks in advance.It is up to the database vendor to certify its products with specific versions of Micro Focus products.
You should check with Oracle for a list of currently certified database/compiler versions.
That being said, yes, Net Express 5.1 will work with Oracle 11g using both Pro*COBOL or ODBC support.

Answer to your question that whether Net Express 5.1 supports Oracle 11g is Yes , It support. I am Using Oracle 11 ODBC drivers via which Cobol is able to make native call to Oracle.
And good part is that embedding oracle SQL API in COBOL Program is same as you code for DB2 SQL API calls.
Only thing which you have to take care the error corresponding to oracle in Like ORA-0000xxxx, However Net Express SQLCA copybook to map oracle error and most error like 0, 100 ,-803 etc behave in same manner.

Thanks in advance.If you have access to the Oracle support site, article #43208.1 ("Certified Compilers") cites all the language compilers which Oracle have certified with. I've pasted in the relevant snippets of that document below.

This information has been gathered from many sources. Those lines marked with
a * are from the Installation and Configuration Guides (or equivalent) and so
are considered to be correct. Other lines should be taken as "we believe".
Important note:
Oracle tests its products with the version of a particular compiler available
at the time the product is released. This compiler version, known as the
'Certified' version, is listed in the Installation and Configuration Guide for
each platform. Unless there are exceptional circumstances, Oracle does not
re-certify a released product to a later or earlier version of the specified
compiler; however if that compiler version is supported with the OS level on
which the product version is supported, then Oracle will endeavour to resolve
any issues arising from its use in conjunction with that product version.
