The user was trying to install a Fixpack for Server Express v5.1 Wrap Pack 6, but what they had installed was Server Expresss v5.1 Wrap Pack 3. After the user installed Wrap Pack 6, they were then able to apply the Fixpack without errors.  When executing a file with extension .encr, it is important to first set the COBDIR environment variable pointing to the location of the correct target installation of Server Express.  The self-extracting .encr will check the COBDIR setting to be sure the user is trying to install the hotfix onto the intended version of Server Express.
