Problem:
This error may be encountered when trying to use Dialog System within Net Express and is usually due to incorrect path settings during installation.
Resolution:
The simplest and fastest way to overcome this problem is to uninstall the NetExpress product via the Control Panel (including fixpacks) and then reinstall cleanly from scratch.
