You might want to look at the mapi demo for Net Express that uses Dialog System.

It can be found here:

I modified this demo to use the MAPI_DIALOG value 0x00000008 in the flag setting and it did prompt me with the Outlook e-mail dialog.

I am not sure what you are asking for in your second question.

You wish to change the time that the e-mail was sent to something other than the current time?
I do not believe that this is possible or desirable.
