Problem
Although the installed version of Internet Explorer is higher than version 9, the MFSupportInfo utility reports it as 9.11.9600.19596
Solution
MFSupportInfo is no longer maintained in the Net Express product, so this information can be ignored. The utility is actually reading the information from a registry key that Microsoft no longer updates, and this is because Internet Explorer is no longer supported by Microsoft.
