We've recently suffered na HD crash and had to format the HD from our main development machine. What steps do i have to do in order to have a fully operational Net Express machine again? Should i reinstall Net and simply inform my new request key? There was no way to obtain a revoke key from the previous install due to the crash.

You need to reinstall Net Express and contact your local MF SupportLine to follow the procedure to obtain a full license.
