Problem:

Application was built with Net Express 4.0 that had all07n40 wrappack applied.

Resolution:

This message indicates that the application server 4.0  is back  level from the development machine which is running all07n40 so they need to apply aps09a40.exe.

aps09a40 is the first Appliocations serv er version to have CTF enabled.

By looking at the description you can find the version of application server that will match the development version you are using.
