Has anyone used the Connect... Alter Authorization construct to change a password while connecting an to an Oracle database?

The Oracle Pro COBOL documentation specifies that it can be used to change a password, but I have been unsuccessful in my efforts.  When I attempt it, I get an Oracle error 988, which is an invalid password error.  I have tried with Oracle 11.
